Default Newbie - Hello and a question or two

Hello to the site, what a valuable source of info! Just purchased my first cart , it is a 98 CC 48V series, I have determined that from what I've read here. It has 06 Trojan T86 batteries and at full charge they are all around 9.2 - 9.3 V. Has headlights, tail lights, flip down rear seat. I gave $1200 for it and feel like that was pretty good. The cart runs about 13 mph on flat ground and struggles some on steep hills. I've been looking the cart over making sure everything is tight, noticed on the FNR that the blue and orange wires revolve with the switch , is that normal or should they be tight? Also all 4 tires have worn evenly on the out/inside edges, I'm thinking this was an air pressure issue rather than an alignment issue, any thoughts?

those wires do rotate with the switch if they were fixed tight they would come lose all the time they are OK

i have a 1999 ds when giving more gas pedal it starts backfiring and surging
then it quits running all together does anyone have any ideas
