Default OBC issue

I have service manual for 2007 prededent.Charger does not come on but works on another cart.Batteries are charged.I did all test procedures in service manual.Every test checks out ok.I bypassed the relay in charger and charger comes on.I think This tells me obc is bad.Can someone chime in on this?

Does the cart run? If not, get it running by boosting the batteries with a conventional 12 volt battery charger.

If the car runs, check all connections on battery terminals for the wires. Especially the red wire from the charger receptacle. Tug on all the wires in the back of receptacle to make sure there's no internal breakage. Inspect the back of the OBC to make sure all connections are tight. If all this checks out fine, replace OBC.

Yes the cart runs,Checked all connections.I just can't find anything else.I've worked on to many of these.Tomorrow I'll put in a new obc and post results.
