Update on powerdrive charger problem. Problem solved. Installed new relay (Newark electric, here in Ontario, less than 4.00CAD) controlling the primary transformer.
Charger started immediately after getting test signal from OBC, about 7 to 8 seconds after plugged in. Went back off for a short time and started charging. All normal as per technical manual. No idea why the manual suggested there had to be 85Volt at secondary coil of the transformer, that has to be a typo. Reversed digits? Even that is not correct. So be aware of manual and its flaws. Also asking 3 separate technicians led to 3 different answers, no one pointing in this direction: 1 (Nebraska) get a new charger (thank you very much, that would have worked, yes but at least 300 dollars later)
2 (Toronto). check all connections, there is just a bad connection. Thank you, always check that also, but not solving the issue
3. (technician in southern Ontario) "The charger is connected to the - and + connections". Incorrect. That was the worst piece of advice, as the OBC controls the - connection. The battery is not directly connected to the charger.

I never did jump the - side of the battery to the charger to see if charger is working, pointing to a faulty OBC. Has any of you?
One more thing, in hindsight: How come the charger did not work (ammeter not showing a charge, transformer humming) with relay jumped and power going directly to OBS and Plus side of battery. My only explanation for this would be that the OBC is locked if the cart has not been used and someone is merely just plugging it in. How do I know that?
Good question. I move the cart back and forth a few seconds, tada, the charger ammeter jumps to a reading.

keep an eye on charging and make sure charger shuts off.......OBC,s go bad in so many ways you just never know but as of now it sounds like charger is working so just make sure it shuts off.....it should regardless if batteries are done charging or not at 16 hours .....................................

That is good to know. The charger was off this morning. The yellow light on the dash is not coming on, finally. So all looks good so far.
Lets see now if the charger comes on again, after a drive.
Learned a lot about electric golf carts over the last few weeks. Thanks for your help on this forum.

charger should come on after a drive, matter of fact if you just unplug it wait a minute and plug it back in then it should come on and may even charge for a few hours.....................................
