Default Shudder under load

I should probably clean the garage enough to get serious about this problem, but maybe it's a simple fix?

My 1997 DS 48v cart ran great until just recently. It now shudders when I climb a steep hill, as if the thing had a cogged rubber belt drive that is slipping. It will proceed with a gentle enough throttle. I read about electrical connections, but I don't see anything suspicious under the seat. I'll crawl under it as soon as I get a few feet of space somewhere besides wet dirt...

The shudder is usually the main contactor (solenoid) dropping out and picking back up very rapidly... It would feel like somebody is switching the cart on/off extremely fast repeatedly... this happens when the main pack voltage drops below the min. required to hold the contactor in. Once the connection is broken the draw is removed from the pack, the voltage rises and the solenoid picks back up, only to have the voltage drop under load immediately. This all happens in a mila second, repeatedly.
It is bad for the solenoid contacts.
You can check this by attaching a voltmeter to the battery pack mains and watching how much the voltage drops when you try to go. Anything more than 2-3 volts on initial start up indicates a problem.
