i can,t really tell from the pic, but the charger not moving off 20 amps is a problem......i suggest you triple check your cables make sure everything is clean and cables are all hooked up right, also check voltage of each battery then load test each one and check all cells with hydrometer......by the time your thur you,ll have found the problem.......its in there..............i had a cart this weekend the guy told me his kid was on it and it just quit real quick no warning.............said i think the motor went its making funny sounds from motor and now when you plug charger in needle just jumps back and forth from 5 amps to 15 amps........................48 volt cart.......#2 battery was shot it had voltage but under load dropped to 4 volts..........new used good battery later charger back to normal cart running great..............don,t underestimate one bad battery and what it will do...................................

Just looking at the battery orientation it looks like the two batteries on the left are connected + to + or - to -. Usually with the batteries lying in the same direction the + to - would be diagonal not verticle or horizontal

. . if batteries were facing in the same direction, then they would be connected improperly . . .
