Default Club Car going slow

Hi All,
I am working on a 05 Precedent and the best speed I can get is 9 mph on a flat road. I plugged in my 1311 programmer and history shows HPD fault but when I run it now it shows no faults. The max speed setting is code 3. I think it may be the MCOR how do you test? When I jack the cart up and plant the pedal you can hear the wheels are surging as though the motor is constantly trying to slow the vehicle down

. . . could be speed sensor issue . . . turn cart on, put in forward and push the cart . . if cart rolls freely with no resistance, it is probably the speed sensor gone bad . . . when speed sensor goes bad, controller will default to about 8mph as a safety . . .

Hi Steve,
After further investigations yesterday, I had found that the MCOR had come loose slightly. I discovered this by putting my 1311 programmer on and monitoring the throttle output which was only 87%. I have reattached the MCOR and am back up and running at 100%.
Noticed though that it is set to speed code 3, with my programmer (1311-4401) I cannot program it to code 4, any suggestions? Do I need to speak to an authorised Club Car dealer, they are 2000 miles away.

Only a CC dealer can physically program the controller for speed code 4 . . they send in the cart's serial number and controller serial number to CC, who in turn provides a code built from these serial numbers to the dealer, who in turn programs that code into your controller for speed code 4, at a cost of about $110 (depending on your dealer/area) . . .

CAUTION . . being that your have a programmer, do not attempt to guess the input code for speed code 4 for your controller . . . after about 4 failed attempts to input the code, the controller will lock itself out, requiring removal of controller, sending it to CC to unlock . . .
