Cool 97 Club Car

I have a 97 Club Car 48V that has no power, it is very slow,batteries load test good, it just creeps up hill, any suggestions?

is a reagan ( 2 solenoids? ) did this just start? anything done to cart like lift or motor.....how did you load test batteries? did you load test each one? when you 1st pull out how is it....................................
