05 ds wheels too tight

]This is a follow-up to my "New brakes on 05 DS too tight".
I've removed and remounted the new shoes, ensuring the L's were toward the front of the cart and the T's toward the rear. I further loosened the tension on the cables and backed the adjustors off a bit. Without wheels and tires in place the hubs turned quite easily. Then, after I mounted the wheels, I noticed that spinning them was a problem; the more I tightened the lugs, the harder to turn the wheels. Because I didn't buy the shoes from a dealer, I'm thinking they might not be right for my cart, (maybe too wide?). Any other ideas?
