Default 81 club car will not run

a little help please i can push the peddel but cart will not move, checked and have 38volts at 1st solenoid but no clicking from the switches

So you dont have any clicking from the microswitches in the little silver box in between the batteries on the drivers side when the pedal is being pressed...If not I would check the accerator rod and make sure its moving with pedal, then open that box and check your micros...they are replacable so you dont have to buy the whole box...
