Default Accu Power Charger Troubleshooting

I have a 1992 Club Car 36V resistor cart. The Accu Power Charger (model #13800) fails to turn on when plugged in. After doing some troubleshooting, it appears it may be the relay in the charger. Here’s what I’ve come up with so far. The relay has four terminals. On one “side”, the two terminals are connected to the timer or brain box in the charger. The other “side” has one terminal connected to the power cord and with the other connected to the transformer. When plugged into the cart, I measure approx. 35.8 volts across the wires connected to the timer. When plugged into the wall, I measure approx. 120 volts on the wire from the plug. I’m guessing the wires from the timer are the wires that supply voltage to the relay, and when the relay senses this voltage, it provides 120 volts to the transformer. Is this correct? It makes me think the relay is bad since it is getting the 36 volts from the timer but doesn’t seem to activate. Am I on the right track? Thanks in advance form any input.

Problem Solved. Thanks for the additional information Chuck. I installed a new relay and I'm back to charging again.
