Par Car super slow

I just purchased a Par Car I believe it is 98 or 99, it is 36 volt and is very slow. I tested the batteries with a volt meter and they test at 6.5 on each battery. Any ideas on a enexpensive way to boost speed and power? on slight incline with 1 person in cart it almost comes to a stop.

i know this is your 1st post and please don,t take this personal as its not meant to be but if you can sell the cart before you start dropping money in it do so.......parts are getting very hard to find and there are so few of them out there no one knows much about them......that being said the 1st thing you want to do is load test batteries make sure they are holding good voltage under load and all cables are good and clean/tight........after that you need to see what speed system it has, is it a resistor set up or controller, does it have anything like a v-glide or a pot box setup?? these are things needed to know to help..................................
