Default 94 DS charger wont turn off

Does anyone have any ideas to why the charger wont turn off fully on a 94 36V DS. Its on its second set of new Trojan T-605 because the first set the dealer put in the same thing was happening and they thought one of them were bad so all were replaced. Tried a few different chargers with the same result...needle drops down to 1 or 2A but will never fully turn off.

how long have you let it run? it could take up to 16 hours before charger shuts off and even with new batteries the 1st few times it may take 16 hours and then several hours after that......they don,t completly charge on one charge cycle......so if you didn,t i would let the charger run and keep track of time and if it disn,t shut off by 16 1/2 hours unplug it theres an issue with the charger i,m not sure what controls that on a 36 volt charger .........it is a 36 volt cart right? what does charger plug in look like? crows foot or round.....................................

Its a crows foot 36V charger. I dont think there is an OBC on the cart since its a 94 so I think the amps are regulated by the charger. Maybe someone can confirm how the amps are regulated on carts with no obc for me? Thanks
