Default Signs of worn motor brushes?

I think my motor brushes are worn or either the motor is worn. What should I look for? The cart starts off really slow, just the slightest incline & it won't pull in forward or reverse. After it gets going it accelerates nice & smooth. New charged batteries & rebuilt controller.

98 club car 48 volts.
