Default 36v CC slow in grass

I have a new to me 36v CC early 90s cart. It has good bat in it. I used a GPS...on the hard road I'm getting almost 13mph with stock tires but when I move in to the grass the cart drops to at best 7mph. Is this normal? If not what can I check? I've cleaned all the battery terminals and cables on the batteries. Thanks for the help

. . . you say it has "good" batteries . . . need to load test them . . . and check SG of cells . . .

They were tested at golf battery place.
