Question What is the difference between a Voltage Reducer & Voltage Converter

What is the difference between a voltage reducer and voltage converter. I want to be sure I get the better one and the device is not just plucking off 12 volts and dropping the other 36 across a resistor and creating heat with the wasted current. For instance if my 12 volt load is 10 amps that would relate to 120 watts, but if it was just pulling 10 amps off the 48 volt supply and dropping the 36 volts across a resistor it would really be consuming 480 watts. based on the above I would like to install a device that would be pulling 2.5 amps at 48 volts to get 10 amps at 12 volts.

And what is a good brand?

A converter can be AC-DC also but I think they both do the same thing when talking DC-DC with 2 different ways of accomplishing it. One way is a linear regulator which would use resistors and the like to burn off unwanted voltage as heat and the other would use switching technology. A switching regulator is much better because it is more efficient because there is not as much wasted power as a linear regulator. In a switching regulator it takes small parts of power from the input source a little at a time and moves it to the output. My favorite DC/DC regulator is made by Sure Power Industries and they offer many different types based on what your going to be pulling from it.
