Default Precedent brakes

I have a 07 Precedent. With the parking brake engaged and rear end jacked up, the passenger rear tire can be turned, where as the driver can not be turned. It's not free wheeling, but there definitely is not equal stopping power on both sides. Any ideas as to what could be going on?

Are the brake cables in good shape and properly attached at both ends?
lift the floor mat up and open the access panel check to make sure both cables are where they belong in the equalizer.

Club Car brakes are self-adjusting!
You may want to pull the passenger side brake drum, (w/the brake released)
and check to see if the self-adjusting star wheel turns freely! If not, you'll have to take it out, and clean it!
