2002 CC IQ won't go

When I push the pedal in For R it shutters then stops. When I plug in my charger it registers 6. I let it complete the charging cycle, nothing.
I have switched out the speed sensor, I tried to reset my OBC but when I disconnect the ground wire per instruction and put in R i get no buzzer.
I tested the solenoid No readings on the L posts with pedal on. No click. Checked small terminal with DVM and get a reading again no click. I have jacked the rear and shorted across the L terminals no spin. Thanks for reading this far but where do I go next? MCOR? How to test? Key switch, can I by pass? Continuity test on the motor, what should it read?
Is there a manual that covers any of this?

Hmmmm it's weird that its shuttering- just series carts do that. IQ carts just go slower and slower.
Someone should be a long with a better reply.
