Default 82 club car no low speed

My recently purchased '82 Club Car has no low speed- it jerks into high speed when pressing on the accelerator. We suspect it is the solenoid, the resistors or the selector switch (from reading a number of the posts on this site). Is it possible that the first 4 solenoids are being bypassed and the car is going straight to the highest speed solenoid? How do we efficiently test this? We've tested the batteries and they are good.

Jack up one wheel so it doesn't run away. Raise the seat, press down on the pedal slowly and listen for the solenoids clicking. The far LH one (as viewed from the rear of the cart) should click first, then the rest of them in sequence. If you don't get the "click, click, click", sound, it could be either the microswitches in the pedal assy. or the solenoids. If you do get the clicks, but nothing happens until several of them have clicked, the solenoids are bad. Somewhere or another, I saw a site that sells a set as one part number.

Look at the small terminals on the solenoids. You'll note that one of them is common to all the solenoids. Put your voltmeter lead on that terminal, then on the other one of the second solenoid from the Left. Press the pedal and see if you get power at some point, but no "click". If so, the solenoid is bad. If no power, the microswitch is probably bad.

There are diagrams here that will be helpful.
