Default 81 cc

I have a 81 cc with the key switch off or on when you move the f/r switch it will start to move and the f/r switch will arch. What could it be. Thinking
a bad key, bad f/r limit switch or bad speed limit switch.?

Check the gas peddle. Be sure it is coming all the way off. Pull it back up and see if it still does it......
