Default 96 48v club car with 88 36v series motor clicks but wont turn

Ok brand new to all of this but there seems to be a ton of great advice here so, here goes:
1996 club car ds had bad motor. Never saw this one run.
I pulled the motor from an 88 club car and from what I can tell it's a series motor. As was the 1996 car.
I wired the motor as follows
A1 green
S2 blue
A2 white
S1 orange
I'm assuming this is correct?
All batteries test good. All connections are tight. F or R press the peddle and all i get is a click no movement. I've run a jumper from A2 to S1 and apllied 12v to the motor (motor test) and it turns freeley. Not sure condition of the motor it came off of a free donor cart that i also never saw run. I've jumped the selonoid the two large terminals on the selonoid and same click no movement. I have 50v when checking the packs first and last terminals and all batterie are 8.2v to 8.4v on every one (don't know vintage of batteries but they seem good) The only PROBLEM I've found in the wiring so far is one tab is broken off of one of the micro switches and I've confirmed that it is only the backup buzzer? Would that be a problem? I wouldn't think so... I'm looking for a solution here. The petrometer(?) has a blue micro switch on it but I'm not sure what to test for there as well as I'm not sure how to test other electrical components to make sure they're working. All 4 terminal on the motor seem to have full voltage if I ground the tester and touch any terminal. Also behind the speed control(?) there also seems to be full 48v to the large bolts holding the wires to the connections.
Any Ideas? Are the electrical components the problem?
