Default CC Precedent charger not kicking in

I went to plug by cart in today (04 CC Precedent), and the charger wouldnt kick in. The outlet is working fine, but when plugged in the charger doesnt kick on. I left it plugged in all day yesterday thinking there might be a delay of some sort, but no luck.
I should mention that since I will be getting new batteries soon anyways I haven't plugged the cart in in some time.
Do I need to charge each battery individually to get them to a certain point where the charger will then kick in?

You pack voltage is too low for the charger to kick on. See excerpts from charger manual below:

"The voltage of the battery pack must be over 32 volts DC to allow the onboard computer to close the charger relay."

Sounds like charging them individually to get them to the base level is needed for charger relay to close and charger to work.
