New Owner Questions Lifted Precedent

I am new to the golf cart world, I live in downtown StLouis where we are legally allowed to ride on the streets!! I am wanting to add a dash to lock my items up and a sound bar or other stereo options as well as some kind of alarm system.
*First question how can I tell if my Precedent is a 2008 or 2008.5 The Serial number is PH0829-xxxxxx
*Secondly I am looking forward to your opinion on dash and stereo/alarm options.

PH is the model, 08 is the year 2008, and 29 is the week, the 29th week of the year, the middle of July. which would be more than half way thru the year.

I would be curious about the golf carts in downtown Saint Louis, the laws are changing everywhere it seems. You may want to make sure of the details, lots of difference between a golf cart and a LSV, Low Speed Vehicle, even tho they look similar. I've owned both, and the LSV comes with DOT equipment, a VIN number and title.

so its a 2008.5 model year? The reason for my concern is that when I am looking to order parts I have been asked 2008 or 2008.5... I assume there is a difference?

I have contacted the local PD. its 100% legal on the streets here.
