Question Is the MCOR bad?

I took the 2010 Club Car down to the beach a couple weeks ago. It is a 2010 Precedent PH cart. The batteries are 2010 and they seem to be good. I have checked the voltage and it's within the acceptable readings. The problem is when you press the pedal, there is a lot of movement before the cart moves, about half of the total pedal travel. When it engages, it seems smooth and accelerates quickly to 15 MPH on flat ground. It is not lifted. I have not driven another cart so I don't know if this is normal. I have pulled the mat up and taken the cover off and it is very clean and unobstructed. Does this sound normal? Any ideas would be appreciated.

. . . stock cart with Speed Code 3, good batteries, etc will attain 15mph, which is normal . . .

Thanks for the reply. Is it normal to have to press the pedal down halfway before it begins to move? Is there an adjustment on the pedal?

. . . as long as the MCOR is attaining 100% at full throttle, it does not matter where it begins to move the cart during the throttle engagement . . . testing the MCOR with VOM or IQDM programmer would provide this info . . .
