Default 96 club car, batt light

I just bought a 96 and am going through the wiring. Its been rigged a bit. The key switch does not disable the cart. I checked voltage and it seems to be working. 48v when on, 0 when off. I then followed the voltage to the batt light and noticed I get 0 volts out and the light doesnt come on. I dont know where the wiring is rigged to allow the motor to come on yet. Haven't had a chance to chase it down. What is the purpose of the batt light? Any clue where to check where the key wiring may be jumped??
