Neat looking front end, what's it off of?

Hey guys, I think I recognize the CC DS, but not that front clip. Anyone know where to find one of these or what it came off of if its not aftermarket?

Looks like some kind of custom made thing? I personally have never seen one like that...

I thought the phantom front ends were Precedent only?

IDK where it came from, found it a while back when i was looking for something else and saved it so i could ask you guys when i had time. But man, yeah I really think that may be the same brand, but without the little running lights on the bottom. Good find, what is it?
