It is always best to use a 48v-12v converter or reducer to pull voltage from the entire pack so your batteries draw down equally. However, many pull from just one battery. It depends on how often you use your lights and what your risk tolerance is for replacing batteries sooner that you would if you used a reducer. For my money, the cost of a reducer is much less than replacing a pack of batteries sooner that necessary.

The other option would be running the lights on an accessory battery, but probably not worth it if lights are the only thing you will be running.
