F1-F2 = low resistance but it should be more than A1-A2........2.3 ohms
A1-F1 = open or infinite resistance.............Open
A1-motor body = open or infinite resistance.............3.5 ohms
F1-motor body = open or infinite resistance...........Open

Could A1-motor body be the problem?

Yes. A1 should not show anything but OPEN to motor body.
