Default CC Accupower charge problems 36v

I was given this 36v Club Car from a neighbor. He put new batteries in it a year ago and it wouldn't charge up, so he wanted it gone.

I plugged in the charger and there was no response or humming sound. I found a suggestion to jump the timer relay and it turns on or hums. That lasts for 5-10 seconds and it trips the wall circuit breaker every time. What's next to look for? Are the aftermarket chargers any good?

I included an inside shot of the charger. The black relay I jumped is mounted to the front of the charger. The small black thing in front of the transformer.

Thanks!

Look for a miswire if it failed after changing the batteries. Make sure the wires to the charger are connected correctly. Could be wired backwards. Get those batteries charged because they are going to lose much of their life sitting discharged.

Sorry, I should clarify that the charger trips the breaker without being plugged into the cart. What do you mean miswire?

Can I charge them with my auto battery charger? I was thinking just start one at a time or something. It has a 6v setting and I have trickle chargers with 6v settings.

Yes you can charge them one at a time with your auto charger on 6V setting.

I've managed to get the total voltage up to about 32v. I measured it with my multi-meter in the DC plug port. I plugged the charger in thinking this should be enough voltage for the charger to see and start charging.

The amp needle is at 0, but it goes even further left of 0 when plugging it into the cart.

I tried to see if the cart would move with the manual charge I gave it, but it won't budge. It makes a growling noise at full throttle. The system voltage drops to well below 10v when the throttle is fully depressed and slowy climbs back up when released.

Are these batteries junk? They say manf in Jan-08, but he said they were new a year ago. I'm starting to doubt that. Plus, the positive posts are swelling.
