Default 97 club car too slow

I have a 97 club car that has been running slow for awhile now. It would not go up any incline and didn't move in reverse. We finally replaced all the batteries and wires to the batteries about a week ago. It did help a bit, but not the results we were hoping for. Any suggestions on what to do next?

The brakes are in pretty bad shape as well, and we are going to replace them. Could this be the reason it is not going as fast as it used to?

If the brakes are dragging then yes, they will slow it down.

I don't think the breaks are dragging.
I will check and hopefully find a solution

Is your car 48v or 36 v?
