98 48 volt obc problems

I'm working on a friends 1998 48 volt Club Car, it's not charging but the charger is coming on. I tried my charger to confirm this, it has an indicator light that I put on to confirm the relay is on. At the plug I'm reading 58 volts, at the battery pack I'm reading 49 volts. The power going into the obc is reading 58 volts, the power coming out is 49 volts. I'm assuming the obc is bad and not letting power back out but it is taking a few seconds to turn the charger on as normal so I thought at least it's reading the pack voltage before turning the charger on. What am I missing, why would it not be coming back out, a bad relay or diode in obc? Any way around this? It works as normal with a jumper wire from the plug to battery -.

58v is high. What is each battery voltage?

Each battery is just above 8 volts, I believe it's reading high because it has no load on it, if I run a jumper to the battery pack it goes down to around 50 volts.

A 100% charge at rest should read around 51v. Each battery would have to read 9.66v to make 58.


A jumper? A jumper from where?

Can you post a picture of the battery bay?

I ran a jumper from the neg side of the charger plug, at the nut for the fuse, to the neg. side of the battery pack, basically bypassing the obc and the meter on the charger jumps up to 10 amps, pull the wire off and nothing. It seems like the obc is telling the charger to go on, it doesn't kick on immediately, it takes a few seconds and when it comes on the black wire shows charging to the obc but not coming back out to the speed controller (B -).

The 58 volt reading is not from the battery pack, the pack is steady at 49 volts, the 58 volts is straight of the back side of the charger plug, the charger voltage it not going to the pack, it goes into the obc but not back out. When I run a jumper wire from the black wire on the back side of the charger plug to the neg. side of the pack then it's charging and pack voltage jumps up. I know the pack voltage is low, it hasn't been charge since the problem started. I'm thinking the obc took a crap.

Are you getting this reading from the back of the receptacle with the charger plugged in and on?

I know it seems dumb too but have you checked the fuse inside the yellow holder and on top of receptacle (and one behind obc if it has it). Ive never hear of a bad obc not letting the batteries charge. Usually when they go out, the don't shut the charger off and OVERCHARGE the batts.

All fuses check out fine, if fact if either of the fuses in the yellow holders are removed the charger will not turn on. I checked the power through the wires, not at the connectors just in case a connector was bad. This is the first time I ran into this problem, as you said usually a faulty obc will not turn the charger on at all or will turn it on immediately and not turn off. If I run a jumper from the back of the fused side of the plug to the negative side of the battery pack what would the side affect be? It seems like it is still reading the pack before it turns the charger on. I could keep tabs on it to see if it turns off before it over charges it. Thanks for the help.
