Yes the U bolts on the back. When you lift a cart, it stretches the brake cable too tight sometimes. By tipping the axle as I described, you loosen that cable slack up again. Or as stated you can buy a passenger cable.

Thanks for this post. I had this exact problem and I could not figure out why the left side brake was locking up. Made adjustments as explained above and worked perfectly.

Yep it worked great. I could not get the 8 nuts to budge. Mechanic jacked it up and loosened them. Duh!!!
