Default cart goes real slow

I have a 2000 club car 48 volt which I bought used & know virtually zero history except that it has been "fixed up" with the fancy wheels, bigger tires, dash, etc. etc.
I most recently had a 96 48 volt that would run circles around this one.
My batteries are about 2 years old, full of water/acid & fully charged. The cart has a battery charge meter & it tracks just like my last one did as you ride it & draw from the batteries as well as when you charge them.
The problem is that the cart doesn't very fast at all. I would say it probably don't hit 10 mph. I was told it should be about 14 or 15 mph.

I read somewhere about a static brake solenoid that could be causing the problem.
Any help would be appreciated as the two cart dealers I have talked to tell me I must install a high speed motor & controller at a cost of over $1500.00. I like this cart but not that much.

The bigger tires will slow it down with stock components.

Open up the vglide and make sure it is going all the way to the top when the pedal is pressed.

Crash will supply a diagram in 3...2....

. . . is it a Powerdrive or Powerdrive Plus cart? . . . the latter will have a speed sensor (hall effect sensor) that could be acting up . . .
