Battery charger question

I am taking possession later today of my new used customized cart, how do I check to assure that the battery charger actually works.

I have never had a large charger like carts use, I have a small 12V charger with a gauge that makes a buzzing sound and tells me how many volts it is charging.

There must be some basic checks other then turning it on. it is a 48v cart.

Boy, I wish I was smart enough to ask this question when I bought my cart last month... my charger didn't work the first time I went to use it. Once I replaced the heat sinks and breaker it worked fine, but until I figured that out, I was pretty upset. I'm sure you'll get some more technical responses, but I would say run that cart around for a mile or two to drain the battery a little bit. Then put it on the charger and it should take more than 5 minutes to recharge. If it clicks off prior to then you may have an issue.

get it in writing that it has a properly working charger inc with the sale. plugging it in is I think the only way to tell

When you plug it in, it should peg around 15-20 amps for a few short seconds, then turn off, then immediately back on. This way you will know that the OBC system is functioning properly.
Ideally, you should see if it completes it charge cycle, which can take up to 16 hours depending on how discharged the batteries were...
