I've got one also and yes it drops while moving....I think I've seen mine at 45-46v on my 48v cart. Keep in mind when checking to see what % full charge you have that it can take awhile for the pack to equalize. If you are using your cart and at rest it may read 48.5 and you let it sit for a time you will notice the voltage increasing. The wait will give you a more accurate reading of your pack.
