Default Lester 2 36v Charger Excessive Draw

The Lester Lestronic 2 charger for my 90 Club Car 36v has excessive draw. When I plugged into the cart, the ammeter was pegged at 30 AMPS! It did not move and the only reason it shut off was because it tripped the breaker in the garage. I am going to start picking apart the charger. Does anyone know what could be happening? BTW, the batteries are 12V Trojan Golf Car batteries new in 2012.

Also I noticed this. It looks like that dark red thing goes from one bolt to the other. (Supposed to anyway)

That pic doesn't look right...
A transformer costs pretty much what a new charger costs I think...

The dark red is just the coating peeling off, common in chargers that are older. I think its actually varnish that the transformer is dipped in before installation when new, just like the armature in a cart motor.

Are you sure that you don't have a shorted battery? I'd measure the voltage at the charge receptacle, it should be "about" 36 volts. If the pack was really dead, it might even overload the charger.
