Default Controller Help Ruff and Tuff 48 volts

I am trying to test controller on a 06 Ruff and Tuff 48 volt cart.

Solenoids just clicking

I put a volt meter on B+ and M- and get 48 volts, when I press down the pedel nothing happen that much. sometimes it will go down to 17 volts.

Any help PLEASE I AM LOST.

I JUST INSTALLED A NEW SOLENOID and still the same, clicking.

This is the third post ive seen about this. Only one post is necessary. Try posting in the Ezgo section as they were built off a TXT I believe
