I have read this thread from top to bottom. My questions are.

Do you have 4 12 volt batteries , that are only showing a little over 8 volts?

If the answer is yes the cart will not run. The batteries should read over 12 volts for the cart charger to turn on.

Like has already been said get a12 volt battery charger and charge each battery one at a time if they take and hold charge then you should be good to go with a key. No need to worry about the rest until this has been done. " grandpas take good care of stuff! they know how hard it is to come by"

Not necessarily. It depends on how it is wired. I have mine wired off the switch so they only come on if the switch is on.

Also, it has been posted in many places that the in order for the Powerdrive charger to come on the pack voltage must be above 36v

Ok started charging one of the batteries this morn and after An hour of charging I checked the voltage on the battery. The voltage was like 9.26 and while I held it on there there it was counting down 9.25 then 9.24 then 9.23 so on and so on. Does this mean the battery is bad?

I think you need to leave the charger on for more than an hour. What type charger are you using? Reading previous post, I assume you are charging one battery at a time with a single battery charger and trying to get the pack voltage up before attempting the powerdrive charger again? Most of those smaller chargers are automatic. I would give it all of the charge it will take and then check the voltage after it rest for a couple of hours.

On Precedents I think the serial tag is on the passenger side vertically on the "kick plate" right of the passenger's feet. That number would tell us a lot about the cart. Also a picture of the battery compartment would help.
