Do you have access to another charger you could try on your cart? That would tell us if it's the cart or the charger...

When a clubcar charger completely quits and does absolutely nothing, no breaker trip (but other chargers work on cart) the problem is usually the relay or the diode harness on the relay is the problem. The transformers are good, and hardly fail (would result in breaker trip). The charger is a "dumb" charger and has no board or hardly anything else to go wrong.

no it will make a loud buzzing noise then goes off almost like a breaker tripping.

The OBC is turning the charger relay off because there is no voltage increase.
Since you hear the transformer buzzing, the problem is on the DC side of the charger.
Check the fuse inside the charger and the rectifier.

Replace the rectifier / heatsink assembly ( depending on model. Pd3 have 2 styles) and it will fix your prob. About 20-25 bucks worth of parts

The rectifier is a square box with 4 spade connectors on it mounted on the back of the charger with one bolt. You can't look at it and tell if its bad but I'm betting it is

Wheres crash test dummy with a diagram?
