Don't know but i like your idea. I also thought it maybe an obc not allowing it to charge properly. I have another cart that i can swap batteries with to test the pack if the batteries don't fail any tests. only problem is the other cart has a dead set of batteries so i can't put them in the problem cart.

Well the batteries aren't bad just very discharged. The batteries were all 13 after a charge and rest over night but when hydroed the pack showed 75% discharge. That's when i started to charge them individually. was able to bring one back fully on a slow 2 amp charge all day. Last check the cells were 75% charged. so that brings me back to it doesn't seem to be the batteries. Three different chargers have been used on this cart with the same end result. So could it be a computer malfunction of some sort?

Assuming you have a working OBC, is there more than one cable going from the pack negative to the controller?
No only one cable on the negative pack.

There are so few things that could pull down batteries that bad - first I think you should take them all up (using manual means) to full charge and see if 3 miles is your actual performance limit with a "real/known" full charge. If it is, that would shift the focus away from under-charging or a bad OBC being the issue.

And secondly I guess all I can think of; is the brakes dragging severely, but you've probably already checked for that. I can't imagine it being the controller because it would glow-dull-red (AKA burn up) consuming that much power from a good set of batteries. So if its not batteries, and not brakes your kinda left with the motor/drivetrain as the current killing culprits....but that just seems so unlikely.

Yeah I think the obc is the issue I'll continue charging the pack. The cart rolls easily so it's not the brakes dragging and the motor hasn't felt hot to the touch. which I figure it would if it was using that much power. even if it was the motor or drive train that wouldn't stop the pack from getting a full charge. Has anyone ever heard of an obc doing this?

Sounds like "Thermal Cutback" to me. It's a condition where the controller decreases output to the motor when it reaches 80 degrees celsius. It begins as a gradual decrease in power and if you keep driving it you'll stop completely. Let it sit and cool down and it'll be fine again. What kind of conditions are you driving this cart in?

flat Florida land. How would that cause the batteries to discharge and then not fully recharge properly tho?

would 2ga wiring help this over stock ones?

Are you sure they're discharged? Get me some voltage numbers and we'll work from there. Get the numbers after the car decides it wants to slow down.
