Called George this afternoon to give him my findings on the relay test. Relay does function as it should. When I explained to him how I had tested the orange and brown wires from the timer, he said that was incorrect. I had battery voltage when I went from either Orange or Brown to ground, but no voltage from Orange to Brown. I should have had voltage between Orange and Brown. Timer faulty.

Ordered a brand new E Series charger for $250 delivered to my door. For now I will keep the old one hot wired, but if anyone comes across one that would have a good timer, I'm looking to fix this one (on the cheap) and then put it up for sale.
