Why does a hot precharge resistor mean that my controller is dead?

Jack up the cart, does the motor/wheels turn. Jumper out the resistor with jumper cable, do the wheels turn. Or check for voltage at motor, controller is most likely shorted.

Well the solenoid doesn't even click(I did test the solenoid, and it works) but it doesn't click when I hit the throttle. Right when I hook up the main positive, the precharge resistor gets hot and then withing like 15 20 seconds i can feel the controller getting hot if i put my hand on it.
