How old are the batteries?
A load test would be good...

Solenoid will ether work or not, if with no pedal you should have the hot on the side that goes to the controller at 0 volts. Hammer the go pedal and you should have full voltage reading from that plus to negative. If so then you can consider the controller or the speed control last the motor new motor or not it still can have an issue. Being you swapped controllers probably not that.

This is a 99 cart. Everything 1996.5 & up was 5k-0

Maybe the solenoid is making a click but not really closing.

Remove the external precharge resistor for these tests.

Before the solenoid clicks you should have 50 V on the large posts with the battery cable going to the battery pack. After the solenoid clicks you should have 50 V on both large terminals Of the solenoid. The solenoid is an on-off switch for the big cables.

Be sure you are getting 50 V across the two small terminals when you try to go. If not, the solenoid will not function and this is your problem.
