Yes it can be the OBC. The OBC provides a ground to the solenoid coil. This feature is used to keep the car from running while charging. The OBC quits providing ground to the solenoid when the charger is plugged in. Sometimes this feature will malfunction and won't ground the solenoid at all. Use a small jumper wire and clip to the small post of the solenoid (NOT LARGE POST) where the yellow wire is located. Clip the other end to the B- post of the controller. If the car will now run when you try to go, replace the OBC.

This information is assuming you have a series car and not a Regen1. If it's a regen1, burn it.

I prefer shooting it first. Repeatedly.

I have been going through same issue. Jumped solenoid and car worked...so i replaced solenoid thinking it was bad. Cart still did not work. Then I did test to see if both hot and ground were working on small posts. Found ground was not working. So last night I jumped from small negative #2 post to last battery ground...and solenoid clicked and cart worked. I replaced my solenoid when it probably was not the problem. Will continue to jump from small neg post to last battery post until I can purchase a new obc. They seem expensive. Any more tests that I can do that are obc specific to make sure it needs to be replaced (and not just a bad connection or something?). Other than the charger not shutting off...any other hazards that would prohibit temporary jumping until I can purchase a new obc?

See my reply in your thread

For anybody else :

You can make the wire permanent and use the cart without worries. The obc has failed in it's ability to provide the negative side of the activation circuit. However, this will bypass the charger receptacle safety cut off.
Be aware the cart can be driven off with the charger plugged in if you bypass this obc feature and run the charge cord through the steering wheel before plugging the cart in to prevent accidents.
