Default Charger Question - no buzz?

I have a fairly new charger. Made by Lester Electrical - Linkster Series Its a fairly new charger - less than a year.

AC Volts - 121 AC amps- 11.5
DC Volts - 36 DC amps - 21

I have a 1992 CLub Car DS - 36v

When I plug the charger into the cart, I get nothing. no buzzing, the amp meter on the charger doesn't move or twitch. I hooked a voltage meter to the plug on the cart and it read 36v.

I received the cart and charger when our grandparents passed. When it was delivered to me I was told it had a full charge which seems to be the case.

I don't know a whole lot about chargers......if its fully charged will the meter do anything? I was told that model charger wont come on if its below 20....so that's not the issue.

Any ideas??

I checked the plug that I am using in my garage and its working. so that's not an issue.

Just thought I would see the charger or hear the charger do something whether it was fully charged or not.

When you plug it in it may take a few moments then you should hear a small click in the charger and then it should show an increase in amperage on the charger gauge. If not, and you have 36v at the receptacle then the charger relay may be bad.

Not sure of the quality of the charger, but the customer service was top notch. with several calls to the customer service person (George) I was able to troubleshoot with him and it wasn't the charger at all. There was a loose wire behind where the charger plugged into the cart. I reconnected the wire and the charger worked immediately

Lester chargers are good and I concur the service from George is tops
