B - without knowing what your cart is i cant say. Take a look in the stickies for wiring diagrams and search your cart. Not all of them have an obc. Also, if yours called for one it may not be in your cart if the previous owner removed it.

I had the same problem and I had to charge each batt separate them put back together the charger will work when the batt have around 10 amps each for some reason the charger will not go on with low batt.

That is exactly what I had to do with the cart I just bought, charged each battery and then the cart charger would work. Seems to be fine, previous owner told me that it needed new batteries!!

i installed a new relay in the charger and it works again, cool :)
i never let the batts get low on charge but it does seam to charge a lot now
left it plugged in for 5 hrs two days in a row and the charge level never dropped
