Default 36v Accucharger relay question

If I plug in my charger to the cart and hear a click, and the transformer hums, but amp meter shows 0, does this mean the relay is working? correctly?
cart is a 1982 ish Club car DS

If the transformer hums, the relay has done it's job and told it to come on completing the A.C. circuit of the charger.

Next check the fuses and then the diodes for an open circuit.

will do, also I read that if the over all battery pack voltage is below a certain rating it will not turn on the charger, but if mine clicks when pluged in would that mean my overall battery pack voltage is above whats required to trigger the charger

Yes, the relay requires a set voltage to turn on.
