Dead batteries. Either no juice in them or they are toast and need replaced. I assume you have checked for water in them, have good cables / connections and have them fully charged?

did you take voltage breadings from batts, if not do so take voltage readings write them down and than load test each one write #,s down under load.....if all shows ok you can jack the rear of cart up and put a jumper wire to both large post on solenoid turn key on put in gear and press pedal.......if cart runs than solenoid could be bad start there and post what you find we can go from there.....................................

the 2nd solenoid is for the reagan braking so you have a reagan cart........reagan braking is sorta like a jake brake for trucks.......once you get to a set speed it kicks in so you can,t go faster and for downhill its a safety feature so you don,t lose control........its a C.C.....................................
