Default 2008 Club Car DS IQ Will Not Run

I just picked up an 08 DS that doesn't run. The batteries are brand new but are around 11 volts each (4x12). When I push the pedal, I can hear the switch in the MCOR click, but no clicking from the solenoid. The previous seller replaced the controller, MCOR, solenoid, and OBC to no avail (those extra parts were included with the cart as well). Tried jumping the two large posts on the solenoid but the cart still didn't move. There is no reverse buzzer as well. All connections seem tight. I tested the Tow/Run switch and it cuts power correctly. I tried plugging in the charger (Powerdrive 3) and it pegged out at 15 amps, when I unplugged it, the low battery light came on(first time I saw it). Is it possible that the batteries are so discharged that it won't move the cart?

Charge your batteries and then test them, id even do a load test if possible. Right now they are basically dead, check the levels also.

Have it charging now. Some other things I noticed, One of the wires (brown) in the 16 pin connector and one of the wires (blue) going into a gray plug that plugs into the OBC have been cut, have had a wire added to connect the two, and has a fuse in this jumper wire. Also, the 16 pin connector only has 15 wires in it. And, the controller in there now is a Curtis PMC 1510-5201, but the other one I got with it is a Curtis 1510A-5251

that sounds like an OBC bypass

Charger finished it's cycle correctly overnight. Today, I tried to jump the 2-pin MCOR plug with a paperclip, that didn't do anything. I also tried jumping the F-R wires, that didn't do anything either. Just for fun, I tried reversing the wires on the reverse buzzer, when I connected them, the buzzer came on in Tow mode, and wouldn't shut off, Forward, Neutral, or Reverse, Key switch on or off. The only way to shut it off was to flip the switch to Run. So I put the buzzer wires back how they were (which is correct against the wiring diagram) and now I have no reverse buzzer again.

EDIT: I also did try the roll-away braking and there is none. The cart rolls freely whether the cart is in tow or run

What is the voltage readings of your batteries?

Have some more numbers:

Key Switch:
Tow Mode - 8.3v with key off, 0v with key on
Run Mode - 18.0v with key off, 0v with key on

Solenoid:
Tow Mode - 8.7v Pedal up, 8.1v pedal down
Run Mode - 10.1v Pedal up, 10.1v pedal down

These were taken with a DVM set to 200VDC

That sounds like what I read with my cart. Batteries seem to be about what I have on mine also. I was able to jumper the solenoid and get it to run. So I wonder if your getting full voltage to the solenoid or if it is troubled. If you jumper it does it click?
