Default 95 Club Car 48v series with good voltage (52) at batt but only 32v at motor

I have a lifted 95 club cart that I thought was normal until I drove my buds and started looking for ways to make mine faster. First started checking batt, cables, n electronics and most everything seemed fine. I wanted to see how fast I was going so I downloaded a free gps speedometer app on my iPhone n figured out I was only going 14-16 mph. So I started checking again n found with my key on I have 32 volts at all 4 cables/studs on the motor. I haven't been able to find any info on what it should be and where to even start looking or testing. I figured I had 52 volts at my batteries I should have at least close to 50 at the motor. I don't know if it matters but when I got the cart a few years back I had to hook up a ground wire from the charger port to a battery ground to get the charger to work. Any info is greatly appreciated and if u need anymore info from me just ask. Thanks

Does your bud also have the same year and model? Golf Carts are limited to 15 mph unless you modify them.
