Default Why doesn't my 1515 speed restrictor cut in?

Am running an Excel cart with a standard 1515 controller and a PQ executioner upgrade motor (with lower guage wiring and HD solenoid fitted).

Prior to upgrading motor, cart went about 15mph on the flat (so I guess Speed Code 3). Now does about 27-28mph on the flat and down hill will go as fast as you dare (which is more than I expected). Post upgrade, I am not aware of the speed restrictor cutting...why is this?

Because of this I'm guessing that it would make zero difference to get the Club Car guy to reprogram the controller to Speed Code 4. Correct?
